
The Education and Livelihood Assistance Program (ELAP) is a program designed to support the survivors of deceased Overseas Filipino Workers (OFWs) who were active members of the Overseas Workers Welfare Administration (OWWA) at the time of their death. ELAP also extends assistance to the families of OFWs who are incarcerated or convicted and have been met with the death penalty in foreign countries. The program aims to provide financial assistance for the continuing education of qualified dependents, as well as a livelihood activity for surviving family members to augment their income.
Livelihood Assistance
ELAP offers livelihood assistance of Php 15,000.00 to eligible beneficiaries. This financial support aims to help the surviving family members establish a sustainable source of income.
Educational Assistance
The educational assistance under ELAP is intended for deceased OFWs who have a school-age qualified dependent. The eldest or the first-born child is considered the qualified dependent. However, if the eldest/first-born child is not qualified or unable to avail of the assistance, the next-born child will be elected. The assistance covers educational expenses for primary (Kindergarten), secondary, and tertiary education, with amounts ranging from Php 5,000.00 to Php 10,000.00.
Qualifications
To be eligible for the educational assistance, the dependent child must meet the following criteria:
1. Incoming Freshmen (1st year college)
- Single
- Grade 11 graduate (Incoming Grade 12 / currently enrolled as Grade 12)
- Not more than 21 years old
- With a General Weighted Average (GWA) of 80% in all academic and non-academic subjects during the last school year attended in full load
2. Enrolled in 2nd year to 5th year in college
- Single
- Not more than 30 years old
- With a General Weighted Average (GWA) of 80% in all academic and non-academic subjects during the last school year attended in full load
Requirements
To apply for ELAP, the following requirements must be submitted:
- OFW Membership Record (MR) from OWWA Regional Welfare Office (RWO)
- Proof of Relationship to the OFW Member (e.g., Birth Certificate from PSA or LCR, Marriage Certificate if applicant is the spouse of the OFW)
- 2 pcs. 2 X 2 colored ID photo of the applicant
- Death Certificate of the OFW
- Entrepreneurial Development Training Certificate (EDT) from OWWA RWO
- Business Plan
- School Record of Qualified Dependent for Educational Assistance (e.g., Form 137/138, Transcript of Record, Certificate of Grades if college level)
- Other Special Requirements, if applicable (e.g., Certificate of Good Moral, Medical Certificate if the student has a medical pre-condition)
Note: The schedule for orientations and training may vary from one RWO to another based on geographical locations and the complexity of cases in terms of qualifications and compliance with the requirements.
How to Avail
To avail of ELAP, follow these steps:
- Visit the OWWA Regional Welfare Office which covers the permanent address of the OFW.
- Get a queuing number or queue in line.
- Present and submit the accomplished Endorsement Form from the Social Benefits Unit/Desks and the OFW Membership Record. Obtain ELAP application forms and a checklist of requirements.
- Submit the accomplished forms and requirements to the Reintegration Unit/Desks. Obtain the schedule for the Entrepreneurship Development Training (EDT).
- If the deceased OFW has a qualified dependent for ELAP-Educational Assistance, proceed to the Education and Training Unit/Desk and obtain the requirements checklist.
- Submit the complete requirements for the ELAP-Educational Assistance Application and wait for the evaluation result.
- Attend the training/orientation as scheduled.
- Obtain the Notice from the Reintegration Unit/Desk and/or Education and Training Unit/Desk for the release of assistance.
Note: Bring at least two (2) valid IDs of the claimant/dependents during the release of assistance.
ELAP aims to provide support to the dependents of deceased OFWs and families facing difficult circumstances due to the incarceration or conviction of their loved ones.
