The Commission on Higher Education (CHED) has recently announced the resumption of the Student Internship Abroad Program (SIAP) for the upcoming academic year 2023-2024. This decision comes after the temporary suspension of SIAP due to the ongoing pandemic and the subsequent lifting of restrictions on inbound and outbound travel.
In 2013, CHED implemented the Revised Policies, Standards, and Guidelines (PSGs) on SIAP through CHED Memorandum Order (CMO) 22, Series 2013. However, in light of the global health crisis, the implementation of SIAP was temporarily suspended for the academic year 2020-2021, as stated in the Memorandum from the Office of the Chairperson dated July 1, 2020, per CEB Resolution No. 396-2020.
With the resumption of face-to-face classes by higher education institutions (HEIs) and the lifting of the pandemic status and state public health emergency through Proclamation No. 297 S. 2023, inbound and outbound travelers are now allowed with fewer restrictions based on the requirements of the country of destination. As a result, the temporary suspension of SIAP, as stated in the July 1, 2020, Memorandum, is hereby lifted, effective for the 1st semester of the academic year 2023-2024.
It is important to note that for internships in the agriculture program, a separate set of guidelines will be provided. This ensures that the unique requirements and considerations of agricultural internships are properly addressed.
In reinstating the implementation of SIAP, participating HEIs are reminded to strictly comply with the requirements and procedures outlined in CMO No. 10, Series of 2023, dated August 29, 2023. These guidelines serve as a comprehensive framework for the successful execution of the program, ensuring the safety and well-being of the participating students.
Additionally, HEIs are directed to prepare a Contingency Plan in coordination with the partner Foreign Host Establishment/Organization (FHE/O). This plan should include coordination with the Foreign Service Post in the host country, specifically for emergencies. By establishing effective communication channels and emergency protocols, HEIs can provide a secure and supportive environment for students during their international internships.
The resumption of SIAP presents an exciting opportunity for students to gain valuable international experience and enhance their skills in a global setting.
